以往,在苏联国家档案里,有关情报人员在海外的行动属于绝密,几乎没有公开的可能。近年来随着俄罗斯联邦“有序透明化”的档案管理改革的不断推进,一些沉睡库房几十载的秘密档案得以重见天日。2012年7月,俄国家档案局莫斯科分区第一机要室对外发布了1930年苏联特工绑架反共的白俄首领亚历山大·库捷波夫的档案,引起许多学者的关注。要知道当年这起事件引发了在巴黎工作的6000多名出租车司机集体罢工(他们多为白俄流亡者),酿成苏联与西方关系的全面紧张。
