Although the article on judicial review in the United States has been pervaded many years ago, this essay by renowned American professor of constitutional law, Purcell, in the 19th century, is no exaggeration to say that it is the first of all such articles and is a must-read document for every scholar in this field. In this classic essay, Professor Purcell elaborates the rationale, scope and methods of judicial review. Although accepting the constitutionality of judicial review, he held that judicial power must be strictly limited to the scope of his exercise and exercise this extraordinary power only in unusual circumstances. Despite the late 19th century, the paper presents many thought-provoking questions and arguments. Since this article, strict interpretationism has become an important genre of American judicial philosophy. In particular, the outstanding jurist, such as J.
