柯桥作为一个闻名全国的轻纺市场所在地，近年来受市场的直接影响，其犯罪活动深具“市场”特色：一是流氓恶势力危害严重；二是毒品犯罪泛滥；三是卖淫嫖娼、赌博等社会丑恶现象蔓延；四是盗窃、抢劫等侵财型犯罪十分突出。针对这种情况，绍兴县公安机关“学枫桥治柯桥”，一是敢于正视问题，真正把柯桥作为重中之重来抓；二是抓住打击这一手，重拳出击；三是强化基层基础建设和安全防范管理；四是充分运用市场经济手段，依法规范市场行为，实行有序竞争。从而实现了柯桥治安由乱到治，有效地促进了柯桥经济的发展。
