《水土保持治沟骨干工程暂行技术规范》规定,骨干工程单坝控制流域面积一般为3~5km2。这一规定没有 考虑不同侵蚀强度分级的区分,使在剧烈侵蚀区建设的工程规模较大,防洪安全存在隐患;同时,工程投 资大,施工技术比较复杂,相应提高了对管理运行技术的要求。而在强度侵蚀区建设的工程规模又较小. 且符合条件的坝址不易找到,虽安全,但经济性较差。结合《暂行规范》修订,提出了骨干工程单坝控制流 域面积按侵蚀强度分级区分。这一修订使骨干工程建设范围适应性更强,同时控制了工程规模和投资. 满足了防洪安全需要,适应目前本地区生产力发展水平。
The Provisional Technical Specification for Soil and Water Conservation Trench Management Project stipulates that the area of the single dam control basin of the backbone project is generally 3 to 5 km 2. This provision does not take into account the different classification of erosion intensity, so that the construction of projects in the area of severe erosion is large and there are potential risks to flood control safety. In the meantime, the project investment is large and the construction technology is rather complicated, which in turn increases the requirements for management of operation technologies. However, the construction scale in the area of intense erosion is small, and the dam site that meets the requirements is not easy to find. Although it is safe, its economy is rather poor. Combined with the revision of “Provisional Rules”, the area of single dam control basin of key project is proposed according to the classification of erosion intensity. This revision has made the construction of key projects more adaptive and controlled the scale and investment of projects, meeting the needs of flood control and security and adapting to the current level of productivity development in the region.
