  Successful Debut
  The newly launched high-speed rail link between the mainland and Hong Kong had recorded 880,000 passenger trips, the rail service operator MTR Corp. said on October 7.
  Since commencing service on September 23, train operations have been smooth, MTR said. The cumulative number of tickets sold, including those sold in the pre-sale period, has exceeded 1 million.
  The high-speed rail provides comfortable and convenient train services for passengers traveling between Hong Kong and mainland cities, MTR CEO Lincoln Leong said.
  The high-speed rail connects Hong Kong with 44 stations in the Chinese mainland without changing, including six short-haul and 38 longhaul destinations.
  “As we are still in the early days of operations, there may still be teething issues which may cause some inconvenience to passengers. We will continue to listen to passengers’ views and seek continuous improvements. Our aim is to provide passengers with high-quality high-speed rail service,” said Lau.
  New Satellites
  Two remote-sensing satellites were successfully launched into space from the Jiuquan Satellite Launch Center in northwest China on October 9.
  The satellites, both part of the Yaogan-32 family, were launched by a Long March-2C rocket with an attached upper stage at 10:43 a.m. Beijing time. The satellites have entered their planned orbits and will be used for electromagnetic environmental surveys and additional technology tests.
  This was the fi rst fl ight of the upper stage named Yuanzheng-1S, or Expedition-1S. It cooperated well with the Long March-2C rocket and signifi cantly improved the capacity of the rocket, according to the China Academy of Launch Vehicle Technology.
  Upper stages are independent spacecraft capable of restarting their engines multiple times in space to allow them to send different payloads into varying orbits. They are also referred to as space shuttles.
  In February this year, the Yuanzheng-1 rocket upper stage helped send two satellites into orbit on a single carrier rocket for China’s BeiDou Navigation Satellite System.
  The Yuanzheng-1S, a simplifi ed version of the Yuanzheng-1, is designed for short fl ights, and will mainly be used for commercial launches, said Cui Zhaoyun, deputy chief designer of the upper stage.   Previously, the Long March-2C rocket was capable of sending payloads of about 1.2 tons into the sun-synchronous orbit. Installed with the Yuanzheng-1S upper stage, the carrying capacity of the rocket has been increased to 2 tons, according to Cui. The launch on October 9 was the 286th mission of the Long March rocket series.
  Judicial Services
  Courts in Tibet Autonomous Region have started using new technologies such as voice recognition and big data to offer better services for people living in remote areas.
  Statistics show that 80 percent of cases handled in primary-level courts in Tibet involve farmers and herders, many of whom live in remote areas and speak little Mandarin. As such, the regional higher people’s court has pushed for mobile courts and translation systems to streamline legal procedures.
  Court staff can reach herders and farmers in remote areas by vehicle and handle their cases onsite, through video conferences or live broadcasts. The court has also developed a Tibetan-Mandarin translation software that has a 70-percent accuracy rating.
  “Our efforts in developing information technology have helped cut time as well as fi nancial costs for people involved in litigations, and improved our effi ciency,” said Wang Yonggang, an offi cial at the Tibet Higher People’s Court. Tibet currently has 175 mobile courts.
  African Swine Fever
  China had confi rmed a new outbreak of African swine fever in Liaoning Province, the Ministry of Agriculture and Rural Affairs said on October 8.
  Among 3,358 pigs raised in several villages in the city of Yingkou, 334 were confi rmed to be affected and 93 died, according to a China Animal Disease Control Center report.
  Local authorities have initiated an emergency response mechanism to block, cull and disinfect the affected stock. The outbreak is now thought to be under control.
  African swine fever is a highly contagious viral disease that infects pigs. It does not affect humans or other animals. China reported its fi rst case of the disease in August in Liaoning. Later outbreaks were reported in several other provinces.
  Ancient Towers
  Archaeologists in Inner Mongolia Autonomous Region have found fi ve beacon tower sites dating back around 2,000 years, the local cultural heritage bureau said on October 8.
  Beacon towers are part of a military defense system used in ancient China to pass military signals by smoke and fi re. The Great Wall features thousands of such towers.   The towers found in Inner Mongolia are believed to date back to the Han Dynasty (202 B.C.-A.D. 220) and were part of the two existing tower lines found earlier in the region, according to Li Xiaowei with the local cultural heritage bureau.
  “They are of great signifi cance in studying local history and culture,” said Li, adding that the bureau has rolled out plans to preserve the relics.
  The towers were found during an inspection on relics in the Helan Mountains. Archaeologists also found three sites of rock paintings dating back to the Qing Dynasty(1644-1911) during the trip.
  Natural Grandeur
  The Keketuohai UNESCO Global Geopark, the fi rst in northwest China’s Xinjiang Uygur Autonomous Region, offi cially opens on October 10.
  Located south of the Altay Mountains and at the source of the Irtysh River, the park covers more than 2,300 square km. It is one of the eight new global geoparks announced by UNESCO last year.


  Museum Extended
  The Palace Museum, one of the world’s most visited tourist attractions, launched an expansion project on October 10 in northwest Beijing’s Haidian District.
  The expansion is the core part of a major cultural renovation program designed to enhance the museum’s capacity in exhibiting and conserving cultural heritage.
  The new project will cover an area of 62 hectares, where exhibition halls, cultural heritage conservation workshops, warehouses and other facilities taking up 102,000 square meters, will be built. The exhibition areas there are expected to display more exhibits than the museum housed in the Forbidden City at the heart of Beijing.
  The Palace Museum’s general plan for renovation, approved by the State Council in 2013, has listed seven items for construction. In addition to the Haidian project, a new underground warehouse will be constructed to protect relics in a controlled environment with custom humidity and temperature settings.
  The new storage area is scheduled to be fi nished in 2020 when the Palace Museum celebrates its 600th anniversary. Home to the royal court between 1420 and 1912, the Forbidden City now houses more than 1.8 million cultural relics.
  Happy Harvesting

  Proactive Policy
  China will adopt a more proactive fi scal policy but will not resort to a deluge of strong stimulus policies, Minister of Finance Liu Kun said.
  In a recent interview with Xinhua News Agency, Liu said the fi scal policy should be more forward-looking, fl exible and effective to play a bigger role in boosting demand, restructuring the economy and promoting high-quality development.
  He also stressed that the proactive fi scal policy will prioritize four sectors, namely cutting taxes and fees, improving weak links, boosting consumption and improving people’s livelihood.
  Apart from policies to reduce taxes and fees unveiled at the beginning of the year, China has announced more policies to support the real economy and technological innovation, which will help reduce companies’ burdens by more than 1.3 trillion yuan ($188.4 billion) this year, according to Liu.
  The minister added that the ministry is working on more measures to cut taxes and fees, which if implemented, will keep the growth of fi scal revenue at a low level in the coming months.
  The country’s fi scal revenue rose 4 percent year on year to 1.11 trillion yuan ($160.3 billion) in August, slowing from the 6.1-percent gain in July.
  With the economy on a fi rm footing and fi scal revenue increasing, China lowered its fi scal defi cit target for 2018 to 2.6 percent of the GDP, down by 0.4 percentage points compared with 2017.
  Beautiful Economy

  Transportation Plan
  The State Council on October 9 released an action plan to optimize China’s transportation structure in the next three years, with goals of signifi cantly raising the proportion of railway and waterway freight.
  In 2020, the railway freight volume will increase by 1.1 billion tons from that in 2017, while the waterway freight volume will go up by 500 million tons, according to the document.
  The highway freight volume in coastal ports will drop by 440 million tons from that of 2017.
  The program will be mainly implemented in the Beijing-TianjinHebei region along with its surrounding areas, the Yangtze River Delta, and the plain area in Shanxi and Shaanxi provinces. These regions are key to China’s battle against air pollution.   In addition, the document lists six steps of actions, namely to lift railway capacity, upgrade the water transportation system, regulate highway freight transport, speed up multimodal transport, advance green freight in cities and establish information platforms for multimodal transport.
  ODI Growth
  The accumulated outbound direct investment (ODI) from China topped$1.8 trillion by the end of 2017, moving up to second place in world ranking, according to an offi cial report.
  “China has made investment in 189 countries and regions globally, with its accumulated ODI accounting for 5.9 percent of the world’s total,” said Zhang Xingfu, an offi cial with the Ministry of Commerce(MOFCOM).
  The report, published by MOFCOM, the National Bureau of Statistics and the State Administration of Foreign Exchange, also shows that China’s ODI was$158.29 billion in 2017 alone, ranking third in the world, following the United States and Japan.
  However, China’s volume declined 19.3 percent year on year, the fi rst drop since 2003.
  Chinese authorities have reinforced scrutiny of the authenticity and compliance of ODI since the end of 2016, especially of projects which were not based on the real economy or failed to comply with the standards on environmental protection, energy consumption and safety.
  Zhang said such scrutiny rendered investors more mature and rational, contributing to the upgraded structure in ODI.
  Chinese companies will continue to invest overseas, said Zhang, adding that China wishes to achieve mutual development with host countries and people and foster global economic growth.
  Blockchain Zone
  The fi rst blockchain pilot zone in China was launched in the southern island province of Hainan on October 8.
  Based in Hainan Resort Software Community (RSC), the zone includes a blockchain research institute jointly established by the RSC and the University College Oxford Blockchain Research Center at Oxford University in the United Kingdom.
  A blockchain institutional innovation center will also be launched by the RSC in collaboration with Renmin University of China.
  “The pilot zone will commit to attracting blockchain professionals from around the world and exploring the application of blockchain in areas such as cross-border trade, inclusive fi nance and credit rating,”said Wang Jing, head of Hainan’s Department of Industry and Information Technology.
  She said the pilot zone would deepen cooperation with top research institutions and key players in the blockchain industry worldwide.   A blockchain is a digital ledger system that uses sophisticated cryptographic techniques to create a permanent, unalterable and transparent record of exchanges to trace transactions.
  The technology now has a wide range of applications in China, including fi nance, credit reporting, smart manufacturing and supplychain management, according to the Ministry of Industry and Information Technology.
  Good Returns

  Joint Solar Project
  China Machinery Engineering Corp.(CMEC) and Ukraine’s largest private energy holding company DTEK offi cially started the construction of a solar power plant in Ukraine on October 4.
  The groundbreaking ceremony took place near Nikopol in the central Dnepropetrovskya region.
  While speaking with Xinhua News Agency at the ceremony, Maksym Timchenko, Chairman of DTEK, said the project is a landmark event for the Ukrainian energy sector.
  “This will be the largest solar power station in Ukraine and one of the biggest in Europe,” Timchenko said.
  During the ceremony, a solar panel, which was developed by the Chinese company Seraphim Solar System and delivered to Ukraine via the sea, was installed at the facility.
  In total, 750,000 photovoltaic (PV) solar panels produced by Seraphim Solar System and another Chinese company Trina Solar will be set up on the 400-hectare solar farm.
  Additionally, the plant will incorporate 80 inverter stations with 160 PV inverters manufactured by the China-based Shenzhen Kstar Science and Technology.
  The project is funded by DTEK and a loan from the CMEC, with the estimated cost set at $265 million. It is scheduled to be completed by the beginning of next year.
  Sewing Business

  The local government has been mobilizing enterprises to provide jobs for low-income people, organizing 42 poverty relief workshops in the county. More than 2,000 impoverished people have found jobs near their homes.


  Philippine Entry   Chinese tech giant Tencent Holdings Ltd. and global investment fi rm KKR agreed on October 4 to acquire substantial minority stakes in Philippine technology company Voyager Innovations that could be worth up to $175 million.
  The transaction is expected within the fourth quarter of 2018, with PLDT Inc., the leading digital services provider in the Philippines, remaining the majority shareholder of the tech fi rm, according to a statement.
  The deal marks Tencent’s fi rstever investment in the Philippines.
  The agreement also contains provisions for Voyager to issue additional shares to other investors which would reduce PLDT’s ownership to less than 50 percent while still remaining the largest shareholder.
  “The new external funding in Voyager Innovations marks the largest investment to date in a Philippine technology company,” said the statement.
  With expertise and fresh capital from new investors, PLDT said Voyager will enable greater access to mobile payments and the Internet as a whole for the country’s population.
