完善首都特殊教育体系,优化特殊教育学校布局,推进特殊教育学校标准化建设,全面改善特殊教育办学条件,完善随班就读支持保障体系,是保障残疾儿童少年接受教育的权利,提高特殊教育质量的重要条件。本文以北京市特殊教育设施布局为例,从特殊教育需求、国内外发展趋势和资源环境等客观分析出发,按照“点、面、体”的整体发展思路,统筹规划,建立均衡、可持续发展的特殊教育设施布局。 Improving the special education system in the capital, optimizing the layout of special education schools, promoting the standardization of special education schools, improving conditions for special education and perfecting the support system for attending regular classes are important for ensuring that disabled children and adolescents have the right to receive education and improve the quality of special education condition. This article takes the special education facilities layout in Beijing as an example. Based on the objective analysis of special education needs, domestic and international development trends and resources and environment, the overall planning of “point, surface and body” is adopted to make overall planning and establish a balanced and Continued development of special education facilities layout.
