自2002年,国家相继发布《水利工程管理体制改革实施意见》,《水利工程维修养护定额标准》、《水利工程管理单位定岗标准》一系列文件,为管养分离工作的开展提供了政策依据,其后经费的落实更是加快了基层水管单位体制改革的进程。但改革后的水管单位财务管理存在很多问题,阻碍了水改的顺畅进行,下面将结合黄河河务局的具体情况,发表个人的一些看法。
Since 2002, the state has released a series of documents, “Opinions on the Implementation of Reform of Water Conservancy Project Management System”, “Quota Standards for Maintenance and Conservation of Water Conservancy Projects” and “Standards for Picking-off of Water Conservancy Project Management Units”, which provide the policy basis for carrying out separation and custody work. Subsequent implementation of the funds is to speed up the process of institutional reform of grass-roots water management units. However, there are still many problems in the financial management of the water administrative unit after the reform, hindering the smooth progress of the water reform. In the following, some personal opinions will be published in light of the specific conditions of the Yellow River River Bureau.
