《国务院关于深化城镇住房制度改革的决定》(以下简称《决定》)已经发布实施了,这是今后一段时间内指导全国城镇住房制度改革的行动纲领。积极推进租金改革,是《决定》的一项重要内容。 一、充分认识租金改革的必要性 租金改革是城镇住房制度改革的一个重要方面,关系人民群众的切身利益、搞好租金改革,可以正确引导和调节消费,促进消费结构合理化,提高公房完好率,加快住房建设,也可以抑制住房领域的不正之风、因此,租金改革不仅是经济问题,也是社会问题。 1.积极推进租金改革是建立社会主义市场经济的需要
