近年来,各地纷纷构建以普遍均等服务为目标、全覆盖的公共图书馆服务体系。北京市作为全国的政治文化中心,积极推进公共图书馆服务体系建设,已建成比较完备的公共图书馆服务网络。但随着公共图书馆事业的发展,现行的行政管理体制已成为服务网络进一步发展的障碍。为此,必须对现有体制进行改革,建立科学的总分馆制。 In recent years, various localities have successively set up public library service systems that cover universal equal services with full coverage.
