缠诉案件的妥善处理是民事行政检察工作职能的延伸,具有重要的社会意义。经调研分析,缠诉人普遍具有年龄偏大、法律知识片面、性格固执、缺乏信任感等特点,在处理申诉案件过程中重点抓好案件审查、与当事人谈话、答复、息诉罢访四个阶段,结合缠诉人特性,借鉴以往工作经验有利于妥善处理好案件所引发的缠诉闹访问题。
