重点产业指在一定时期内被国家列为优先发展的国民经济部门。“七五”以来我国政府制定了加强重点产业发展的目标,并为此采取了一系列政策措施。可是在投资领域因市场经济改革而发生剧变的条件下,这些旨在优化我国产业结构的努力始终显得被动和难以适应,许多政策措施的执行结果未尽人意,集中表现在为重点产业筹集长期资金的机制不灵,重点建设资金供应经常处于捉襟见肘的困境,导致国民经济结构调整的目标迟迟不能到位。从根本意义上说,我国至今尚未建立起针对市场经济运行特点的投融资体制,尤其是新时期的重点产业长期资金保障机制的不确定性,是我国由计划经济向市场经济过渡和顺利实现本世纪经济发展战略目标所面临的一大挑战。
