党管人才原则,是党的人才工作路线、方针和政策的集中体现,是党和国家开展人才工作的根本原则,是我们党在长期的革命、建设过程中,不断探索、实践的结果。它的形成与发展过程,也是我们党的建设与时俱进、不断创新的充分体现。笔者认为,党管人才原则从产生到成熟,大致经过了理论准备、干部人才、初步认识、创造氛围、最终确立、稳步发展六个时期。
The principle of party management of qualified personnel is a concentrated expression of the work line, principles and policies of the party and is the fundamental principle for the party and the state in personnel work. It is the result of our party's continuous exploration and practice in the long-term revolution and construction. Its formation and development process is also a manifestation of our party's progress in advancing with the times and in constant innovation. The author believes that the principle of managing party personnel came into being from maturity to maturity, and basically went through six periods: theoretical preparation, cadre and talented person, preliminary understanding, creating atmosphere, finally establishing and steady development.
