作为一种新型的信息传播和社会赋权工具,微博解构和重塑了中国的政策学习网络。以微博热议PM2.5事件为例,微博助推下中国的政策学习网络发生了三种转变,即从封闭到开放、由定域性至脱域性、从单向控制转变为多元互动,而转变的实现主要源于微博所具备的社会赋权和资源再分配功能。在中国独特语境下,本研究可为信息技术发展和政策行为调整的良性互动积累相关经验材料,并为本土化政策学习理论的构建添砖加瓦。
As a new tool for information dissemination and social empowerment, Weibo deconstructed and reshaped China’s policy learning network. Take microblogging hot discussion PM2.5 incident as an example, microblogging boost China’s policy learning network has undergone three changes, from closed to open, from the regional to the off-line, from one-way control to multiple Interaction, and the realization of the change is mainly due to the social empowerment and redistribution of resources possessed by Weibo. Under the unique Chinese context, this study can accumulate relevant experience materials for the benign interaction between the development of information technology and the adjustment of policy actions, and contribute to the construction of localization policy learning theory.
