2001年是新世纪第一年,也是“十五”计划开局之年,浦东金桥出口加工区紧紧围绕提高开发区综合竞争力,抓招商引资、促经济发展、抓园区建设、促投资环境,一年来,金桥开发区硕果累累,形势喜人。金桥已成为全国开发区中最具经济实力、最具创新活力和最具可持续发展能力的开发区之一。
招商引资 再创佳绩
2001年,金桥开发区充分利用我国申奥成功、APEC会议在上海成功举办、中国加入WTO等有利时机,加大向国内外招商引资力度,取得显著成果。去年,金桥开发区共引进项目41个,吸引中外投资3.2亿美元,其中超过1000万美元的大项目有9个,老项目增资扩资有4个。截止2001年底,金桥开发区累计引进498个项目,吸引中外投资98亿美元,名列全市开发区之首。
金桥开发区坚持高科技建区的战略,把吸引高科技项目作为招商引资的重点。在去年金桥引进的项目中,绝大多数为高新技术项目,如专业设计42-50英寸彩色等离子显示屏及整机、总投资近一亿美元的上海松下等离子显示器有限公司和在通讯和测试、测量领域保持全球领先地位、美国泰克科技(中国)有限公司等。这些项目的引进,给金桥的高科技产业增添了生力军。
去年金桥招商引资的又一个亮点,是软件产业在金桥崛起。APEC会议期间。具有世界级水平的惠普全球软件开发中心正式落户浦东软件园金桥分园,并带动了一批软件产业项目进驻金桥软件分园。这标志着金桥高新技术产业在向新的领域发展,软件产业将在金桥开发区异军突起。
经济发展势头迅猛
跨入新世纪以来,金桥开发区经济发展始终保持强劲的势头。据统计,去年金桥开发区工业产值突破700亿元,达到706.5亿元,占浦东新区工业总产值37%,同比增长41%;出口交货值达147亿元,同比增长35%。金桥开发区工业产值在全国国家级开发区中已排名第二。金桥的经济实力已经引起国内外的瞩目。已有来自美国、日本、德国、法国、韩国、比利时和台湾、香港等23个国家和地区商家前来金桥投资,有60多家世界著名的跨国公司落户金桥,其中世界500强有26家。金桥开发区成立以来,已为国家上交税收近100亿元,并提供6万多就业岗位。

外商投资企业在金桥开发区占踞了举足轻重的地位。去年金桥的外商及港澳台企业的产值达696亿元,占开发区工业产值总数98.5%。其中世界500强在金桥投资企业的发展更令人瞩目。去年金桥开发区产值超过10亿元的企业有10家,超过100亿元的有2家,均为世界500强投资企业,这10家大企业产值之和已占金桥开发区总产值七成以上。上海西门子移动通信有限公司,去年经济发展异常迅猛,产值达155亿元,猛增1.4倍,名列金桥开发区榜首。该公司已成为德国西门子集团在全球最大的手机生产基地。上海通用汽车有限公司去年产值为110亿元,名列第二;上海贝尔有限公司去年产值为92亿元,位居第三。
金桥开发区实施高科技建区战略,大力培育高科技产业。金桥已形成的电子信息、汽车与零部件、现代家电和生物医药四大高新技术产业已成为金桥现代工业的主体。据统计,去年金桥77家上海市高新技术企业产值达517亿元,已占浦东新区高新技术企业产值的57%。金桥开发区作为浦东新区乃至上海市高新技术产业重要基地的地位,日益显现。
今年以来,金桥开发区努力克服国际经济环境变化给出口带来的不利影响,坚持产品多样化,出口多元化,出口交货值达147亿元,同比增长35%。有19家企业出口超亿元,其中3家企业出口超10亿元。上海西门子移动通信,上海乐金广电电子有限公司和上海夏普分别以40亿元,16亿元和12亿元的业绩,名列开发区出口前三名。
海关监管区建设进展顺利
去年9月,国务院批准同意在浦东建立金桥出口加工区海关监管区,这是中央支持浦东开发的又一个重要举措。位于金桥出口加工南区,占地3平方公里的金桥海关监管区在市、新区政府的关心支持下,开发建设进展顺利。
到目前为止,《金桥海关监管区控制详细规划》已制定完成并获市规划局批准;监管区海关和管委会大楼、监管区封闭围墙、道路及排水工程项目已完成立项;根据中国加入WTO新形势和政府行政审批制度改革的要求而编制完成的《金桥海关监管区管理暂行办法》已上报市政府审核。海关监管区和管委会办公大楼及海关监管区出入口设计已完成并开始基建工程建设。由金桥集团公司受政府委托具体负责海关监管区的开发建设工作,在市和新区政府以及各有关委办局的关心和支持下,各项工作在按计划、按不同的工作节点抓紧实施。预计2002年5月,金桥海关监管区首期开发的1.5平方公里区域将封关运行。
金桥海关监管区的招商工作正在紧锣密鼓地进行。一些境外公司、外商驻沪机构、驻沪领事馆,纷纷来电咨询并到金桥海关监管区考察,对金桥开发区新的功能开发十分关注,对海关监管区表示有相当的投资意向。
金桥海关监管区的建设,对于促进金桥出口加工区的功能开发,进一步推动浦东新一轮的开发开放,提高浦东乃至上海的综合竞争力,加快上海外向型经济发展具有重要意义。
国际社区正在崛起
金桥开发区在建设一流的工业区的同时,注重营造一流的生活园区。目前,在金桥的生活园区,一个海纳百川的国际社区已经形成。
金桥开发区是目前沪上跨国企业和海外办事机构比较集中、密集的开发区之一。在金桥开发区工作和常住的外籍人士已达1000多名,外籍人士年流量达数万人次。金桥国际社区和现代科技产业园区同步规划,同步发展,在毗邻工业区的地方,建设4平方公里的国际社区,供中外人士居住。目前已有来自23个国家和地区的500余位跨国公司老总和高级管理人员携家眷在金桥国际社区居住。金桥国际社区有十分完善的配套设施。除了高档别墅外,还有适合一般外籍人士的酒店式公寓,同时建有从幼儿园到研究生院的教学机构,如中福会幼儿园,协和国际学校和中欧国际工商学院等。家乐福、欧培德等大型购物中心,华山医院浦东分院、浦东妇幼保健院等医疗中心,高尔夫球场与橄榄球体育场等体育休闲中心,为中外人士提供舒适、便捷的服务。金桥国际社区的建设,使金桥开发区的投资环境更为优化,使金桥开发区的园区建设更趋完善。
Jinqiao Witnesses Fast Growth In First Year of New Century

Carly Fiorina, CEO of Hewlett-Packard (HP), was one of the business leaders of multinationals giving a speech at the APEC CEO Summit in Shanghai on October 19, 2001. But unlike other speakers at the summit, she not only talked about the great potential of the Chinese market and the importance her company attached to it, but also made the announcement that HP is establishing its world software development center in Jinqiao, a fast-growing export-oriented processing zone in Shanghai‘s Pudong New Area.
"I am pleased to announce that we are celebrating our 20th anniversary in China by launching a major software development center here in Shanghai next month," she told CEOs of major enterprises from Asia-Pacific countries and regions. "The center will work together with our partners here in China to develop software for the worldwide market and find application solutions for the domestic enterprise market."
HP was one of 41 projects with foreign investment Jinqiao Export Processing Zone (EPZ) played host to in 2001, the first year of the new century. Total investment of the projects amounted to US$320 million. Of the projects, nine have an investment of more than US$10 million each.
By the end of 2001, Shanghai Jinqiao EPZ had played host to 498 projects with foreign investment, absorbing a total investment of US$9.8 billion from foreign countries and other parts of China, ranking the first among all development zones in Shanghai in the amount of investment absorbed.
Sticking to High-tech Projects
Shanghai Jinqiao EPZ has stuck to a high-tech development strategy, focusing on introducing high-tech projects in 2001. Among the projects it introduced last year, the majority are high-tech enterprises, including Shanghai Matsushita Plasma Display Co., a new joint venture company with Japan‘s Matsushita Electric Industrial Co. to manufacture 42-50 inch plasma display panels (PDP), related products and components in Shanghai. Investment of the joint venture with Shanghai Vacuum Electronic Devices Co., Shanghai Industrial Investment (Group) Co., and Shanghai General Electronics (Group) Co. was close to US$100 million. Another major high-tech project it introduced was a subsidiary of Tektronix Co.- China Tektronix Co. Tektronix, a U.S. company, is a leading maker of testing, measurement and monitoring equipment in the world.
A new feature of the development of Jinqiao EPZ in 2001 was the rise of a software industry. Following HP‘s establishment of its world software development center, a number of other software developers entered Jinqiao EPZ, signaling the emergence of a software industry in Jinqiao EPZ.
Rapid Economic Growth
The economic development of Jinqiao EPZ has maintained a strong impetus of growth since the beginning of the new century. According to statistics, Jinqiao EPZ‘s industrial output value increased by 41% to 70.65 billion yuan in 2001 while its export deliveries went up by 35% to 14.7 billion yuan. Jinqiao EPZ‘s industrial output value accounts for 37% of the total of Pudong New Area and ranks the second among the nation‘s development zones. Of its foreign investors from 23 countries and regions, including the United States, Japan, Germany, the Republic of Korea, Belgium, Taiwan and Hong Kong, 60 are world- known multinationals, with 26 on the list of the world‘s top 500 corporations by Fortune magazine. Since it was established in 1990, Jinqiao EPZ has created more than 60,000 jobs and paid 10 billion yuan in tax to the government.
Overseas-funded enterprises played a dominant role in the economic growth of Jinqiao EPZ. They contributed 69.6 billion yuan, or 98.5%, to the development zone‘s total industrial output value in 2001. Among the overseas-funded companies, 10 reported an industrial output value of more than 1 billion yuan each and two reported an industrial output value of more than 10 billion yuan each. The industrial output value of 10 major companies, all on the list of world‘s top 500 selected by Fortune magazine, accounted for more than 70% of Jinqiao EPZ‘s total. For example, sales of Shanghai Siemens Mobile Communications surged to 15.5 billion yuan in 2001, up by 140%. The company is now Siemens‘ the biggest mobile phone production base. Sales of Shanghai General Motors were the second largest at 11 billion yuan, and those of Shanghai Bell the third largest at 9.5 billion yuan.
By now Jinqiao EPZ has established four high-tech industries as its economic pillars. They include electronics and the information industry, the auto and auto parts industry, the consumer electronics/home appliances industry and the bio pharmaceuticals industry. According to statistics, the output value of the 77 high tech enterprises in Jinqiao increased to 51.7 billion yuan in 2001, 57% of the total of all high- tech firms in Shanghai Pudong New Area. Jinqiao EPZ is emerging as a leading high-tech industrial park not only in Pudong New Area but also in Shanghai as a whole.
Facing the negative effect of the slowdown of the world economy on its export business, Jinqiao EPZ has diversified its products and expanded export channels. In 2001, the value of its export deliveries reached 14.7 billion yuan, an increase of 35% over that of the previous year. Major exporters in Jinqiao EPZ include 19 enterprises with export sales of more than 100 million yuan each, among which three enterprises exported 1 billion yuan worth of products each. The export sales of Shanghai Siemens Mobile Communications,Shanghai LG Electronics Co., Ltd., and Shanghai Sharp Electronics were 4 billion yuan, 1.6 billion yuan and 1.2 billion yuan respectively.
Building a Customs Supervision Zone
Last September, the State Council, the central government of China, approved the establishment of a customs supervision zone in Jinqiao EPZ. Construction of the customs supervision zone, located in the southern part of the Jinqiao EPZ and covering an area of three square kilometers, has been going on smoothly. A detailed blueprint for the customs supervision zone has been approved by the Shanghai Municipal Planning Bureau. Construction of the customs building, fences, roads and pipelines has been underway. The first phase of the project, a 1.5 square kilometer customs supervision zone, has been in trial operation since May 2002.
When building a first-class industrial development zone, Jinqiao EPZ also attaches great importance to creating a first- class residential park, since more than 1,000 foreigners work and live permanently in the zone and tens of thousands of foreigners work or stay there temporarily. For them, Jinqiao EPZ has built a four square kilometer residential park. In addition to detached houses, Jinqiao EPZ has built high-grade apartment buildings that offer a full range of services. In the residential park are also educational facilities offering kindergarten to post graduate education, shopping centers, hospitals, golf courses and sports and recreation centers. Now more than 500 CEOs and top management personnel of multinationals have chosen Jinqiao EPZ‘s residential park as their home.
