据了解一般城市私人房屋不少已多年失修,特别是一部份出租房屋,因我们还没有明确规定城市房地政策,以及租赁关系的混乱和租价的不合理等原因,致房主不肯兴修,每逢大风淫雨,往往倒塌,发生死伤人等不幸事故。同时随着财政经济情况的根本好转,我省城市已逐渐繁荣,因之市民日渐增多,再加某些一城市因机关、团体、公营企业等的增加,房屋已感缺乏,甚至有的发生房荒现象。这是值得注意的严重问题,为了积极地、逐步地改善和解决城市房屋问题,特作如下指示:一、注意保护现有房屋,加强管理,严格禁止借口兴修公共场所、建筑物等大量拆迁房屋。如确实因建筑需要而必须拆迁民房到十户以上者,须详述理由连同其上级主管机关批准证件报请本府批准(十户以下者,须报当地县(市)人民政府批准)始得拆迁,并应妥善安置拆迁
