当前,施工企业遇到的问题之一:“没有任务愁任务,有了任务愁设思。”原有的设备老化了、报废了,而新设备又无钱购买。为了解决购设备的资金问题,在“上级不拔、甲方不给、银行不贷”的情况下,只得想办法在职工中集资。“集资购设备”,职工自救,为企业分忧,确实解决了某些项目急需设备的问题。但也引出一些问题值得我们思考: 一、还本付息问题。向职工集资,期限不能长、利率不能低,否则职工不愿意。不少单位一般将集资的期限定为1—3年,利率略高于同期银行存款的利率。但是,我们要看到,设备的使用期一般10—15年,在可能的情况下,采取加速折旧的办法,投资回报期也要5—10年。三年还本,用什么来还?只能是拆东墙补西墙,将使流动资金紧张的程度进一步加剧。要付给职工较高的利息,如果工程项目效益较好,利润率高于利息率则好办;如果利润率低或发生亏损,集资的利息从哪里来?本来,“集资买设备”是为了企业的
