现阶段,宗教极端化已经成为影响新疆稳定的关键性问题之一:极端宗教势力恐怖主义化,非法宗教活动总体频发,宗教异化世俗生活问题严重。分析其原因:从历史来看,地区宗教极端化问题的出现同宗教政策的长期失误不无关联;从现实来看,宗教极端化问题的存在既直接同反对宗教极端主义法律的缺失相关,又同宗教执法工作失效以及宗教法治大环境尚未形成等问题相关。当前,宗教管理工作应以“去极端化”为中心,进一步落实“保护合法、制止非法、抵御渗透、打击犯罪”的基本方针,并注意定位宗教管理的合理预期,避免管理过度;同时,更亟需强化依法管理宗教工作,转变宗教管理为依法治理宗教,推进宗教公共事务治理的现代化,从根本上去除宗教极端化风险。 At this stage, the extremism of religion has become one of the key issues affecting the stability of Xinjiang.
