一、“全面小康”的居住指标 1.“总体小康”——总体水平较低 建设小康社会是邓小平同志在1979年提出,对社会主义现代化建设目标的一个通俗的描述。1990年,党的十三届七中全会正式作出了“奔小康”的战略决策;次年国家统计局等12个部门提出了可量化的全国人民生活水平的16项指标。2000年底,16项指标除了三项基本合格外,其余13项均完成或超标。在综合测评时段目标的即2000年,我国96％的人民生活总体

Living Index of “All-round Well-off Society” 1. “Overall Well-off Society” - The Low Overall Level The construction of a moderately prosperous society is a general description of the goal of socialist modernization put forward by Comrade Deng Xiaoping in 1979. In 1990, the 7th Plenary Session of the 13th CPC Central Committee formally made the strategic decision of “going well in a prosperous manner.” In the following year, 12 departments such as the National Bureau of Statistics put forward 16 indicators for quantifying the living standards of the people throughout the country.
