在水利工程中,地表水的冲刷破坏常会引人注意,也比较容易发现和补救,而地下水的冲刷比较隐蔽,常被忽视,有时问题一经发现,就会立即导致工程的破坏,难以补救。圩堤的特点是:堤线长,地质变化复杂,外界条件(如河流冲刷、淤积等)发生变化时相应各堤段的安全度也会发生变化。因此,在研究渗流控制措施时,必须依据不同的情况,因地制宜,择优采用。但总的原则是,既要技术可靠,管理方便,又要经济合理,切实可行;既要从当前的险情出发,又要考虑将来的演变。只有这样制定出来的渗流控制方案,才能符合多快好省的方针。
