通过调研西藏自治区基层行政主体的执法现状,认清我区行政主体在行政行为中存在的诸多不足。在十八届四中全会和中央第六次西藏工作座谈会召开以来,西藏自治区各级行政主体深刻贯彻党中央和国务院“依法治国”“依法行政”和“依法治藏”方略,但我区尚处于法治化进程的初级阶段,我区基层执法仍然存在主体不适格、执法权僭越和执法人员非理性执法;这是由我区经济发展不平衡、执法观念落后、法治建设阻力重重等多重因素制约的;探究我区基层行政执法法治化水平的实现路径仍任重道远。
By investigating the status quo of grassroots administrative bodies in Tibet Autonomous Region, we can see clearly the many shortcomings in the administrative acts of our region. Since the Fourth Plenary Session of the 18th CPC Central Committee and the sixth symposium on the work of Tibet by the Central Government have been held, the administrative bodies at all levels in the Tibet Autonomous Region have thoroughly implemented the principle of “administering the country according to law” and “running the country according to law” and " However, our district is still in the primary stage of the process of rule of law. There are still unqualified subjects, law enforcement rights and law-enforcement officers’ irrational law enforcement in grass-root law enforcement in our district. This is caused by the imbalanced economic development in our region, the backward concept of law enforcement, Heavy resistance and other factors of construction constraints; to explore the grass-roots administrative enforcement of law enforcement level of our country is still a long way to go.
