一九五六年进行的第二次全国工资改革,形成的目前工资等级制度,由工资标准、工资等级表和技术等级标准三部分组成。按照原来的设想,通过制订技术等级标准,据以考核工人的技术熟练程度,从而为确定工资等级提供重要依据。通过二十多年来的实践,出现了职工技术等级(水平)和工资等级严重脱节的现象。看来,这在相当长的时间内,是难以避免的。主要是:
