Disaster anthropology Research on community emergency has so far been weak. In response to a 3.1-magnitude earthquake in Omachi, Iwate Prefecture, Shinzo Abe found that there were three different types of shelters even in the same town. The formation of this situation is closely linked with community activities such as local groups, village worship, and changes in administrative regions. The book “Community Principles for Handling Tsunamis - The Geographical Principles of Otsuchi Refuge and Their Relationship with Others” is both a more detailed and concrete supplement to community responses and a viable option for Japan’s disaster preparedness and mitigation.
