文章认为，经过１０余年的改革、开放，我国的经济发展取得了举世瞩目的巨大成就，但也使东西部地区间的经济差距不断拉大。导致这一差距扩大的因素很多，但最主要还是两大地区在所有制结构、产业结构、市场化程度、开放力度以及资金投入上的差异。缩小这一差距，进而实现与西部地区经济的协调发展，一靠国家的政策倾斜，特别是产业政策和资金政策的倾斜；二靠西部自身的努力，尤其是在加快非国有经济发展，扩大开放引资，加快基础设施建设，大力发展乡镇企业和调整经济结构方面狠下功夫。
The article holds that after more than 10 years of reform and opening up, China’s economic development has made remarkable achievements that attract worldwide attention. However, the economic gap between the eastern and western regions has also been widened. The factors that led to the widening of the gap are many but the most important are the differences in ownership structure, industrial structure, degree of marketization, openness and capital investment in the two major regions. Narrowing this gap and further realizing the coordinated development of the economy with the western region by leaning on the national policies, in particular the tilt of industrial and monetary policies. Second, by relying on the efforts of the western region itself, especially in accelerating the development of the non-state-owned economy and opening up wider to the outside world Capital attraction, accelerating infrastructure construction, vigorously developing township enterprises and adjusting economic structure.
