基于金融自由化视角,本文从积极和消极影响两方面重审此问题。自由化缓解信贷空间错配问题,储蓄流出农村并被配置于相对高效的城市和工业部门;金融自由化意味着农村将获得逐渐增加的公共政策支持;国有银行反应过度,降低农户相对经济地位但后果并不严重;银行基层机构和部分农村储蓄本来就外生于农村经济;小农经济生产模式下的低金融需求抑制了农村金融供给过度调整的不利影响;配置效率改善的正外部性抵消了(农户金融机会减少的)消极影响,自由化总体上缩小城乡差距。
Based on the perspective of financial liberalization, this article re-examines this issue from both positive and negative effects. Liberalization alleviates the issue of mismatch in credit space where savings flow out of rural areas and are deployed in relatively efficient cities and industrial sectors; financial liberalization means that rural areas will receive increasing public policy support; state-owned banks overreact and reduce the relative economic status of rural households The consequences are not serious; the grassroots institutions and some rural savings of the bank have originally been born outside the rural economy; the low financial demand under the mode of production of small peasants has suppressed the unfavorable influence of over-adjustment of the rural financial supply; the positive externalities of improving the efficiency of the allocation offset the Decreasing financial opportunities for rural households) Negative impacts of liberalization have generally narrowed the urban-rural gap.
