社会经济体制作为一个巨型的系统,为了保证各个子系统之间的协调和互动,必须要有从上到下的顶层设计和总体规划。但是,进行顶层设计一定要倾听民众诉求,与从下到上的创新相结合,从地方政府主动探索获得启发和经验。经济体制改革的方向,是当前许多经济学家甚至全国人民都在思考的一个问题。迄今为止,中国30多年的经济改革一直是沿着十一届三中全会以来的方向走的,但是本世纪初以来出现了不同的意见和选择,于是改革似乎重新走到了一个十字路口,面临一个选择。以下,我就这段时间对此问题的思考,谈一些个人见解。 Socio-economic system as a giant system, in order to ensure the coordination and interaction between the various subsystems, there must be top-down top-level design and master plan. However, for the top-level design, we must listen to the people’s demands and combine them with the innovation from the bottom up so as to obtain enlightenment and experience from the local government. The direction of the reform of the economic system is one of the questions currently under consideration by many economists and even the entire nation. So far, more than 30 years of economic reforms in China have been taking place along the direction of the Third Plenary Session of the 11th Central People’s Congress, but since the beginning of this century, different opinions and choices have emerged. As a result, the reform seems to have returned to a crossroads and faced with a select. Below, I have some personal opinions on this issue during this time.
