9·11以来,美国战争开支大部分通过补充拨款,而非正常的资源分配制度PPBES进行保障。这种拨款方式,造成常规预算拨款与战争补充拨款项目之间界限模糊,给美国国防资源分配管理带来了很大的冲击。汲取美军的教训,加强应急性拨款管理,必须立足长远规划,杜绝盲目开支,在加大预测力度、减少补充拨款的同时,要加强统一管理,完善报告制度。
Since September 11, most of the war effort in the United States has been guaranteed through PPBES, a supplementary funding system, rather than a normal resource allocation system. Such a mode of appropriation has resulted in ambiguous boundaries between the regular budget appropriations and the war supplementary appropriation projects, which have had a great impact on the management of the distribution of U.S. defense resources. Drawing lessons from the U.S. military and stepping up management of emergency appropriations, we must base ourselves on long-term planning and eliminate blind spending. We should step up our efforts in predicting and reducing supplementary appropriations while strengthening unified management and improving the reporting system.
