完善住宅保障体系是当前我国住宅建设的重要课题。为了建设和谐社会,保持社会稳定,解决当前房地产市场出现的一系列不和谐因素和存在问题,就必须进一步完善住宅保障体系,更好地解决中低收入家庭住房问题,这已经是全社会所有人的共识。也是今年《政府工作报告》和“十一五”规划中提出的重要任务。近几年来,国家不断加大对房地产市场的调控,其最终目的也是解决中低收入人群的住房问题。中央要求:要进一步加强对房地产的宏观调控,必须控制住房价格增长过快的势头,房价必须与居民收入水平相适应;要加强公共住房保障制度,切实调整住房供应结构。重点发展中低价位、中小套型普通商品住房、经济适用住房和廉租住房,并做出明确规定。中央不断出台的宏观调控政策,力度越来越大,一方面体现了中央的决心,另一方面也给地方政府增加了压力和紧迫感,为建立和完善住宅保障体系指出了方向。

On the one hand, they demonstrate the determination of the Central Government and on the other hand, they have also increased the pressure and urgency on the part of local governments, pointing out the direction for establishing and improving the residential security system.
