The practice of confining convicted criminals in prisons is the result of the influence of the idea that criminals deserve hcavy punishments and for the purpose of maintaining social stability.But, after the initiation of reform and opening up, China has taken the first solid step toward more civilized ways of exercising punishments on criminals.Instead of shutting all criminals in prisons,the country has introduced an entirely new practice of community correction program.
