我国政府绩效评估法制化路径探寻

政府绩效评估是政府绩效管理过程中的关键环节,也是完善政府依法行政行为的题中应有之义。目前,政府绩效评估的法制化、规范化在美国、澳大利亚、英国等发达国家已经推广开来,并取得一定成效。而我国的政府绩效评估法制化进程仍存在很多问题,对此,我们应立足基本国情,积极借鉴发达国家先进的经验,健全评估政府绩效的法律规定,构建政府绩效评估主体多元结构,规范相应政府绩效评估程序,提高政府行政能力,最终达到法制型社会建设的目标。 Government performance appraisal is the key link in the process of government performance management, and it is also the proper meaning of perfecting the government’s administration according to law. At present, the legalization and standardization of government performance evaluation have been promoted in developed countries such as the United States, Australia and the United Kingdom, and some achievements have been made. However, there are still many problems in the process of legalization of government performance evaluation in our country. To this end, we should base ourselves on the basic national conditions, learn from the advanced experience of developed countries, improve the legal provisions for evaluating government performance, construct the multiple structure of government performance evaluation, Performance appraisal procedures to improve the ability of government administration, and ultimately achieve the goal of building a legal system of society.
