节能发电调度政策在具体实现方面,如果机制设计和操作模式不当则会对电力市场的建设和运营带来负面影响,因此,如何适当协调节能调度目标和电力市场优化资源配置的作用就成为一个值得研究的重要问题。在此背景下,提出一种节能细分电力市场模式,力图合理兼顾这2个方面的要求。文中分析了节能发电调度机制的设计原则和实施范围,并构建了节能细分电力市场模式,其能在完成节能降耗目标的前提下,减小节能发电调度政策对电力市场建设和运营的影响,在一定程度上继续发挥电力市场的资源优化配置作用。发展了基于机会约束规划方法的最优节能细分电力市场模型,兼顾了购电费用最小及用电效益最高这2个目标。最后,用算例对所提出的节能细分电力市场模式的特点和基于机会约束规划方法的有效性进行了说明。

Finally, an example is given to illustrate the characteristics of the proposed energy-efficient subdivision power market model and the effectiveness of the method based on the opportunistic constraints.
