绿色技术创新是关系到一个国家(产业)核心竞争力以及可持续发展能力提升的关键。本文依据中国普遍存在研发补贴的特征事实,构建了研发支持(补贴)与环境规制政策双重互动的绿色技术创新诱发机制模型,研究了激发绿色技术创新及其市场化应用的政策选择与效应。研究发现,不同类型的研发政策和环境规制政策具有不同的绩效,而且同一政策对不同类型绿色创新的诱发也具有异质性效应。研发政策与环境规制政策存在显著的互动效应,研发支持政策能够透过绿色创新降低减排成本,进而推动企业遵从环境规制,只有二者结合使用并形成互补耦合,才能有效激发绿色创新。据此,本文提出了提升中国绿色创新水平的政策配置。
Green technological innovation is the key to the core competitiveness of a country (industry) and the ability of sustainable development. Based on the fact that R & D subsidy is ubiquitous in China, this paper constructs a model of green technology innovation induced by double interaction between R & D support (subsidy) and environmental regulation policy, and studies policy choices and effects of stimulating green technology innovation and its market-oriented application. The study found that different types of R & D and environmental policies have different performance, and that the same policy has heterogeneous effects on different kinds of green innovation. There is a significant interaction effect between R & D policy and environmental regulation policy. R & D support policy can reduce the emission reduction cost through green innovation and promote enterprises to comply with environmental regulation. Only when the two are used together and formed complementary coupling can green innovation be effectively stimulated. Accordingly, this paper proposes policy configuration to enhance China’s green innovation level.
