以北京市顺义区城乡联动教育综合改革项目为例,探索以新型UDS合作模式推进区域教育综合改革之路。新型UDS合作应基于委托方的真实需求来确认发展目标,应基于各合作主体的资源与专业优势确定实施思路。在项目实施过程中,要基于“综合”思维进行系统设计和整体推进,建立多主体参与的分工合作机制。要充分发挥大学在推进区域教育综合改革中的重要作用,充分激发和调动学校的主动性,不断优化三方合作机制。
Taking the comprehensive reform project of urban-rural linkage education in Shunyi District of Beijing as an example, this paper explores the road to comprehensive reform of regional education based on the new UDS cooperation model. New UDS cooperation should be based on the actual needs of the commission to confirm the development goals, should be based on the cooperation of the main resources and expertise to determine the implementation of ideas. In the process of project implementation, system design and overall promotion should be based on “integrated ” thinking, and a division of labor cooperation mechanism involving multi-agent participation should be established. We should give full play to the important role played by universities in promoting comprehensive reforms in regional education, fully stimulate and mobilize the initiative of schools and constantly optimize the tripartite cooperation mechanism.
