本文从行政心理的视角研究行政文化嬗变如何影响国家公职人员的心理以及腐败心理滋生的若干方面表现,分析在行政文化嬗变条件下腐败心理的内生机制、机理和规律,探寻重塑行政文化对遏制腐败心理并弥补刚性制度的缝隙的重要作用,提出通过提供专业的心理辅导、强化廉政的价值认同、建构合理的需要结构等措施,形成结构化、机制化的反腐心理防线,遏制腐败动机,以实现有效治理腐败心理的目标。
