1. Earthquake Prediction Challenges Earthquakes are gener- ated in the ground. Although science and technology in today’s world have been developed to such an extent that human beings can travel in space, no one can go deep into the depths of the earthquakes to actually detect the processes that took place there. The lives of millions and the safety of property depend on the seismic information we get from the ground or limited depths. Information is the basis of any decision-making. Earthquake prediction is a kind of decision based on earthquake information. The primary task for policy makers is to create an effective information collection system. For any real information collection system must have the following requirements: ① the authenticity of the information and accuracy. The validity and timeliness of information. ③ a certain amount of information. We need to collect seismic information from this point
