当前,社会大转型,时代大变革,面对各种各样的挑战与冲突,一些群体中不同程度地存在着一种“怨天尤人”的情绪,干部队伍也不例外。除了主观原因之外,干部“怨气”背后到底还存在着怎样的逻辑链条?为了搞清楚干部群体当中“怨气”的轻重程度、影响因素、危害状况和化解措施,人民论坛组织了关于干部“怨气”大型社会调查。通过对分布在各层次、各领域1.5万余人的调查发现,干部“怨气”绝不是个别和局部现象,而带有普遍性。“怨”不仅仅是一种不良心态,“怨气”的背后究竟是什么?如何化解?
