为适应经济全球化的发展趋势,加快广州经济社会发展,提升广州市国际竞争力,广州必须实施国际人才战略。本文分析广州目前人才国际化程度、人才集聚能力和人才成长环境等方面状况,提出广州应通过政府人事管理体制改革、加大本土人才国际化素质的培养力度、加大吸引海外人才、建设多元文化环境、建立人才租赁市场和国际互认的职业资格制度等措施,实施国际人才战略,最终实现广州国际竞争力的提升。
