港口实行“政企分开”后,港口公用基础设施(如公用航道)的建设和维护管理责任,将全部转移到港口所在的地方政府。由于资金短缺,公用航道维护工作被淡化,甚至有被放弃的趋势,因此有必要对公用航道维护实行一定比例的资金补贴。如何建立一个合理的公用航道维护分类标准,并据此对公用航道维护进行资金补贴,对提高补贴资金的运营效率和确保航道维护工作顺利进行均具有重要意义。
After the port implements “separation of government from enterprise”, the responsibility for the construction and maintenance and management of the port’s public infrastructure (eg public waterway) will all be transferred to the local government where the port is located. Due to shortage of funds, maintenance of public waterway has been diluted and even abandoned. Therefore, it is necessary to implement a certain percentage of subsidies for the maintenance of public waterways. How to establish a reasonable taxonomy of public waterway maintenance and to subsidize the maintenance of public waterways accordingly is of great significance to improving the operational efficiency of subsidized funds and ensuring the smooth maintenance of waterway.
