煤炭行业的安全生产关系着煤炭工业发展和国家能源安全,关系着数百万矿工生命财产安全,也关系着我国整体安全生产水平。近年来,煤矿安全生产形势虽然持续稳定好转,但事故总量仍然偏大,重特大事故时有发生。例如,2016年1月6日,陕西榆林市神木县刘家峁煤矿发生重大事故,造成11人死亡;2016年3月6日,吉林白山市江源县吉煤(集团)通化矿业有限责任公司松树镇煤矿发生煤与瓦斯突出
