日本,作为一个工业大国,平均每年要消耗相当于3亿8千多万吨石油的能源,其中除60%左右用于工矿企业,25%左右用于日常生活和其它,还要拿出将近14%的能源用于运输,也就是说,整个日本运输所耗用的能源相当于5千4百多万吨的石油。日本能源的消耗是随着它六十年代以后经济的迅速发展而急剧增长的。由于多年来它一直把石油作为主要能源,而本国又不出产石油,所以每年所需要的石油几乎全部都要从国外进口。以1977年为例,消耗的全部能源中有88%是进口的,而且其中约75%是石油。1973年
