“残疾管理”是美国联邦雇员补偿制度(工伤保险制度)预防残疾、控制成本、提高保障水平和改善服务的一项重要管理手段。自上世纪80年代末到90年代初,残疾管理策略由单纯的个案管理发展成为由个案管理、护士干预(COP)、周期管理、职业康复和再就业支持等多项管理技术组成的综合性管控策略。残疾管理的系列措施以及由残疾管理产生的专业人员协议管理策略之间互为补充,在控制费用和促进工伤再就业和方面取得了良好的效果,提高了基金使用效率。从委托-代理和重复博弈理论角度,可以为残疾管理策略实现提高工伤职工重返工作岗位比率和控制费用的作用机制提供解释。
