如果说物质资本是构成现代经济体系运行的物质基础,那么社会资本则是现代自由决策经济制度和民主政治制度稳定运行和演进的基础.城区党委和政府必须加深对全面建设小康社会历史阶段行政资源合理配置的规律性的认识,大力构建社会资本,并使之配合正式规范一起发生作用,从而促进区域经济升级与转型.
