为了适应改革深化、科技发展、原油增产的需要,油田地面建设施工企业内部结构应进行调整与转移。笔者认为:近期一、二线人员之比应由现在的2:1左右转为1:1即对半平衡;远期可达1:2,即反向调整。笔者从系统工程的观点出发提出:预制与安装应在一个施工企业内,不宜分开,以便于处理结构转换过程中的矛盾,适应油田建设滚动开发的需要。同时施工企业应加强科研开发能力,提高经营管理水平,使队伍在市场竞争中形成与发挥自己的优势。
In order to meet the needs of reform deepening, science and technology development, and crude oil production increase, the internal structure of oilfield ground construction enterprises should be adjusted and transferred. The author believes that: the ratio of first-tier and second-tier personnel should be changed from the current 2: 1 to 1: 1 in the near-half balance; the long-term up to 1: 2, that is, the reverse adjustment. From the system engineering point of view, the author puts forward that prefabrication and installation should be within a construction enterprise and should not be separated in order to deal with the contradictions in the process of structural transformation and to meet the needs of rolling development of oilfield construction. At the same time, construction enterprises should strengthen research and development capabilities, improve management level, so that teams in the market competition and the development of their own advantages.
