为了收好工会经费,市总财务部实行基层工会经费收缴递增承包奖励制,体现经费收入的责、权、利三者有机结合,使工会经费在困境中能保证持续、稳定的增长。市总确定,凡承包单位的双项指标(基层留用60%和上解40%部分)比上年实际收入提高10%的,为及格单位,不计提奖金;提高11~15%的,为合格单位;提高16~20%,为先进单位;提高21%以上,为优胜单位。合格单位按超收部分7%提取奖金。先进单位按超收部分6%提取奖金。优胜单位按超收部分5%提取奖金。主要用于奖励基层工会财务干部(包括出纳)和主管财务工作的主席,也可适当奖励行政财会人员。实行这一奖励办法后,调动了各方
In order to collect the union funds, the General Finance Ministry of the People’s Republic of China has implemented the system of collecting and awarding contracting incentives for grass-roots trade unions as an escalating revenue.
