21世纪是一个信息和知识时代,互联网在全球普及,网络生活方式开始强烈地影响期刊的读者、作者和出版者。我国的期刊出版面临市场经济时代的需要与国际竞争的机遇和挑战。在这样的形势下,伴随着国家“减负”令、“一费制”、农民减负等一系列政策的出台,教育期刊的出版发行同样面临着完全走向市场化的必然趋势,以及由此受到的种种冲击与影响。该文以创新观念为支点,围绕期刊出版管理,对观念创新、知识管理创新、编辑思想创新和服务创新提出了自己的看法。
The 21st century is an era of information and knowledge, the Internet is becoming more and more popular all over the world, and the internet life style begins to strongly influence journal readers, authors and publishers. The publication of periodicals in our country is facing the need of market economy and the opportunities and challenges of international competition. Under such circumstances, along with the promulgation of a series of policies such as the national “burden reduction”, “one fee system” and peasants’ burden reduction, the publishing and distribution of educational periodicals also face the inevitable trend of full marketization, and The resulting variety of impact and influence. Based on the concept of innovation, this paper puts forward its own viewpoints on the management of periodicals publication and on the concept innovation, knowledge management innovation, editorial ideology innovation and service innovation.
