汾泉河上游段治理是河南省1983年基建项目之一。其中有十一座汽—6级生产桥,省里以大包干的形式交郾城县工程指挥部承建。为了把这项基建工程做好,工程指挥部研究制定了建桥技术承包责任制,将各分项工程直接包给施工和技术人员,给他们人权、财权,由他们向指挥部全面负责。通过实施,收到了良好效果。技术承包责任制,不同于包干合同,其特点是:①包工程不包全经费。按省颁发的施工定额,核定工资、材料费和另加间接费的25％作为经费指标;以设计图纸和有关规范作为技
