随着现代通信和计算机等技术的迅猛发展,以及水利信息化建设进程不断加快,工程建设管理开始由传统型的经验管理逐步转换为现代化管理。各级工程建设管理部门在抓紧骨干性工程措施建设的同时,注重加强非工程性措施的建设,并着手利用通信、计算机、程控交换、图文视讯和遥测遥控等现代技术,配置相应的硬、软件设施,先后建立通信传输、计算机网络、信息采集和视频监控等系统,实现水情、工情信息的实时采集,水工建筑物的自动控制,作业现场的远程监视,工程视讯异地会商及办公自动化等。现针对水利工程实例,对水利工程建设现代化管理措施进行简要分析,并探讨了水利工程管理系统的建立与实现。
