创业是中国经济中的非常重要的一部分,创业之初行政审批又是决定创业者能否成功的决定性因素之一。在此背景下,揭示了行政审批过程、成本、时间对创业者的影响。在理论分析的基础上,利用2008年世界银行营商环境报告和2011年中国家庭金融调查进行实证分析。综合研究显示:地区行政审批强度的提升不仅改变了当地创业者的方向,而且降低了创业的规模。具体到行政审批的各个环节,工商行政管理、质量监督管理、税务管理等各个部门的审批流程不仅耗费时间长、而且对创业有明显的抑制效果。本文也进一步分析了象征审批与创业选择方向的关系,经研究:行政审批对创业的抑制效应在不同的行业有着明显的差异,相对于服务业、建筑业等工业项目比较大。本文最终研究表明:中国政府部门要不断的深化创业行政审批改革,优化行政审批流程,提高行政审批效率,推动行政审批各部门的密切合作,从而有助于中国的大众创业者积极创业。
Entrepreneurship is a very important part of the economy in China. Starting with starting an undertaking is one of the decisive factors in determining the success of entrepreneurs. In this context, the impact of administrative approval process, costs and time on entrepreneurs is revealed. Based on the theoretical analysis, we use the 2008 World Bank Doing Business Report and the 2011 China Family Financial Survey to make an empirical analysis. The comprehensive study shows that the promotion of regional administrative examination and approval strength not only changed the orientation of local entrepreneurs, but also reduced the scale of entrepreneurship. Specific to the various aspects of administrative examination and approval, industrial and commercial administration, quality supervision and management, tax management and other departments of the approval process is not only time-consuming, but also a significant inhibitory effect on entrepreneurship. This article also further analyzes the relationship between symbol approval and venture selection. The study shows that the inhibitory effect of administrative examination and approval on startup has obvious differences in different industries. Compared with service industries and construction industry, industrial projects are relatively large. The final study shows that: Chinese government departments should continue to deepen the examination and approval of venture capital reform, optimize the administrative examination and approval process, improve the efficiency of administrative examination and approval, and promote the close cooperation between various administrative examination and approval departments, which will help China’s mass entrepreneurs to actively start their own businesses.
