随着我国高等教育普及化程度的不断提高,高校人才培养水平的提升成为高等教育体系面临的严峻挑战,高校教育需要从目前的粗放式模式转变到内涵式发展道路上来,相应的绩效拨款机制亦应做出相应改变。本文从高校内涵式发展的视角分析了绩效拨款机制存在的缺陷,并针对性的对内涵式绩效拨款机制进行完善。
With the continuous popularization of higher education in our country, the upgrading of personnel training in colleges and universities has become a severe challenge to the higher education system. Higher education needs to shift from the current extensive mode to the connotative development path. The corresponding performance appropriation mechanism Should be changed accordingly. This paper analyzes the shortcomings of the performance appropriation mechanism from the perspective of the connotation development of colleges and universities and perfects the connotation-based performance appropriation mechanism.
