进入新世纪以来,在我国全面实施“走出去”开放战略的进程中,电力辅业集团和基建企业努力加入到国际市场,一方面通过充分利用国际国内“两种资源、两个市场”参与国际分工和国际合作,提高国际竞争力;另一方面,通过实施“走出去”战略,在不断扩大海外工程承包和劳务输出的同时,开展和逐步加大对外投资,不断提高我国电力企业在国际市场的竞争地位,逐步树立中国电力品牌。
