新公文条例中的“印发机关”是指“公文的送印机关”这一表述有歧义,但这不是取消“印发机关和印发日期”项目的理由,解决这一问题的根本办法是条例的发布机关对这一歧义表述进行必要的修改。各级党政机关办公厅(室)既是公文处理工作的主管者,又是公文处理工作的承担办理者,把印发机关标注为发文机关的文秘部门是必要的、正确的。同时,在计算机已普及应用及公文递送方式多样化的今天,在公文上标注印发日期仍具有实际作用。
